The Implication of the Basel Regulation framework for the Iranian Banking system

ABSTRACT

Focus of the speech is to illustrate the development stages of the Basel regulation (from Basel I to II/ III) and its implication for the risk management function role, to provide an effective guidance for the CEO and Top Management to enhance stakeholder's value.

As a consequence of regulation, some of the strategic contributions from CRO function to business management are the development of a Bank Strategic Plan consistent from a risk management perspective and the enhancement of overall enterprise risk culture.

A challenging topic is the evolution of the specialized information system aimed at supporting all the risk managment process that comprises:

·         data collection and data quality management process;

·         Analytics & reporting systems;

·         risk adjusted business workflow management.

aimed at managing the most relevant risk affecting a bank balance sheet.

Prof. Angelo Tantazzi has been a confirmed Associate Professor at Economic Policy at the Faculty of Political Science of the University of Bologna since 1982. Prof. Tantazzi served as an Economic Adviser to the Prime Minister's Office from 1996 to 1998. Prof. Tantazzi was also a Member of Technical-Scientific Commission of the Ministry for the Budget from 1993 to 1997 and Consiglio Superiore of the Istituto Centrale di Statistica from 1980 to 1983. Prof. Tantazzi was also a coordinator of the Stock Exchange Executive Board from 1998 to 1999. Prof. Tantazzi serves as the Chairman of Cassa di Compensazione e Garanzia S.p.A., and Prometeia Spa. Prof. Tantazzi served as the Chairman of Monte Titoli S.p.A., Borsa Italiana S.p.A. until June 28, 2011. He serves as a Vice Chairman of “Il Mulino”. He served as Deputy Chairman at London Stock Exchange Group plc since October 01, 2007 until September 2010. Prof. Tantazzi serves as a Director of Eurovita Assicurazioni S.p.A., Borsa Italiana S.p.A., Advanced Capital SGR SpA. He served as a Director at Banca popolare dell'Emilia Romagna, Società cooperativa. He served as Director of London Stock Exchange Group plc since October 01, 2007 until September 2010 and also served as its Senior Independent Director. He served as a Director of Edizione Holding S.p.A. and Coesia S.p.A. He served as a Director of Benetton Group SpA since 1995 until May 12, 2003. Prof. Tantazzi is a Member of the Editorial Committee of the publications “Rivista di Economia Politica Industriale”, “Economia Italiana” and “Politica Economica”. He serves as a Member of various government study commissions: Energy Policy Commission created by the Italian Ministry of Industry (1987); Technical Commission for Public Expenditure for the Treasury (1987); Technical-Scientific Commission of the Economy, Energy and Development Group of the Ministry of Industry (1986); Scientific Committee of the Istituto Nazionale per il Commercio Estero (1986); and Commission for public expenditure planning procedures of the Treasury (1981).
